Whose job is it?

The political ads tell us the economy has caused massive unemployment. I need help understanding this. As I see it, there is unemployment because people can't get a job or can't keep a job or can't find a job. Some people can't get a job because they can't pass a drug test. Others can't keep jobs because they don't complete the probationary 90 days. Finding a job? A local businessman told me he has positions he can't fill.

My question is how different would the unemployment figures be if the "can't get," "can't keep" and "not good enough for me" weren't included.

Can we really blame the current administration for this unemployment? Would a change in leadership make a difference?

Is all unemployment an economic problem or is it something else?
