ATTICA - Attica council members learned Thursday night engineer Lynn Makeever was unable to sign the contract with the village to proceed with the lagoon and wastewater system construction.
Village Administrator Greg Martin said a phone call to the district office of the Environmental Protection Agency in Bowling Green revealed the paperwork had not moved through the proper channels and approval for the village to include storm water in the wastewater system had not been granted yet.
Deadline for the engineering portion of the project is May 2013.
Martin said the village must have the legal description of the annexed parcels for the water plant on its USDA mortgage and have new deeds drawn up to be recorded with the county. Solicitor Rick Palau was tasked with obtaining the legal description and seeing it is recorded.
Martin told council the deadline for installing a handicap lift in the Myers Park swimming pool is Jan. 31. The project to comply with Americans with Disabilities Act standards is scheduled to be completed by summer. Cost of the lift is several thousand dollars and the village will seek grant funding to assist.
Fiscal officer Pat Krebs and finance committee members reviewed 2013 appropriations. The committee proposed to other council members that all village employees be granted a 3 percent pay increase. Council is to consider the proposal and take action at the next meeting.
Krebs also submitted a proposal from Energy Professionals regarding purchase of electricity. A total of $709,154.89 is in all funds.
Police Chief Keith Turner said a bid was placed on a cruiser in New London, and he may learn if the bid was accepted by late December or early January.
Turner said Safety Pup helped pass out Halloween candy again this year. Mayor Bryan Shock expressed gratitude to the AVR Joint Fire Department for assistance in keeping children safe during the annual trick or treat night.
