Agriculture educator focus of proposal

Members of the Ohio State University Extension program proposed a budget for 2013 to commissioners Tuesday morning.

The Ohio State University Extension program seeks to engage people "to strengthen their lives and communities through research-based educational programming," according to its mission statement.

Mark Koenig, acting county director, said Seneca County was ranked seventh in corn production in the state, fifth in soybeans and fourth in wheat.

"The idea of agriculture is very, very strong," he said. "The idea of maybe having an (agriculture) educator shared with another county, or actually having an (agriculture) educator here in the county, might be very beneficial."

Koening submitted two budgets, one with one educator and another with two educators.

Costs of the program would be shared by the county and state and federal extension funds.

For one educator, the county would have to pay $90,000, which includes salaries, benefits, staff, supplies and several other expenses. The state and federal extension funds would pay $112,383 for a single educator.

The county would have to pay a total of $135,596 for two educators.

Koenig suggested the possibility of two counties sharing an educator.

Extension agent Ann Golden talked about a new program in Seneca County called Car Teens.

The program is to help new drivers with first-time driving offenses, and it will have teens teaching other teens.

"It seems better than an adult preaching to the kids," commissioner Dave Sauber said.

The board also accepted two bids for the home sewage treatment systems.

A&D Excavating LLC out of New Riegel, placed a bid at both of the properties.

The bid for the Hale property was $17,484, and the bid for the Theis property was $15,553.

Also at the meeting, Ginny Shrimplin and Brian Smith of CORSA talked to the commissioners about property insurance and gave them an annual update and a stewardship report.

In new business, the board approved of:

Bill vouchers

A supplemental appropriation of $750 for the Title Administration Fund.

A supplemental appropriation of $1,500 for the Juvenile/Probate Court Computer Fund.

A supplemental appropriation of $27,207.12 for the Forfeited Land Tax Sale Fund.

A supplemental appropriation of $25,767 for the General Fund for 2012.

A supplemental appropriation of $50,000 for the General Fund for 2012.

An appropriation adjustment of $114,622 within the General Fund.

A resolution authorizing commissioners to enter into a contract with American Highway Safety, LLC; LPA-1203 for SEN-VAR-Raised Pavement Marker 2013.

A resolution reappointing Lindsay Parkins to the Mental Retardation and Developmental Disabilities (169) Board for the term expiring Dec. 31, 2016.

A resolution reappointing Joe Moore to the MRDD Board for the term expiring Dec. 31, 2016.

A resolution reappointing Amy Kirkpatrick to the MRDD Board for the term expiring Dec. 31, 2016.

A resolution appointing Sandy Hallet to the MRDD Board to the expired term for Lory Kobelt.

A resolution authorizing the 2012/2013 Seneca County Healthcare/Wellness Initiative and CCAO/CEBCO Wellness Grant Application.
