Tiffin City Council met Monday afternoon, two and a half hours earlier than normally scheduled meetings, due to Martin Luther King Jr. Day celebrations later.
Council President Paul Elchert said between the holiday and President Barack Obama's second inauguration, it was a "very busy day."
Mayor Aaron Montz thanked everyone who attended Thursday's State of the City address, and said he hopes future mayors will continue to carry on the tradition.
"An informed community is an effective community," Montz said.
He also spoke about the recently announced closing of the Job and FamilyServices call center on Miami Street, which is a part of the state's plan to save $2 million by consolidating offices around Ohio.
Montz said he has talked to State Sen. Dave Burke and State Rep. Rex Damschroder about the consolidation, but said "it's a done deal."
He said the 30 people who worked in the Tiffin office would be able to retain their jobs by moving to offices in Lima and Toledo.
Councilman Jim Roberts discussed an idea to generate revenue by charging a fee to anyone who attends a school in Tiffin who is not a city taxpayer.
Roberts said he got this idea from reading an article that said Bexley is considering taxing students from elementary school all the way up to students who attend Capital University.
While he said it is not something he would necessary support or vote for, it is something he said council should look into.
Montz said during the city's campaign to increase the income tax, many residents asked why the city had not looked into taxing students who do not pay city taxes.
In new business, the council approved of the following by a vote of 7-0:
* A resolution accepting the recommendation of the tax incentive review council to continue the tax exemption agreement with Seneca Medical Inc., and declaring an emergency.
* A resolution approving the mayor's appointment of Mike Hoffman for a term on Tiffin-Seneca Heritage Festival Inc., from the passage of the resolution until Dec. 31, 2015.
* A resolution approving the mayor's reappointment of Patricia Hillmer for a four-year term on the Tiffin Recreation and Beatification Endowment Fund Board, from Jan. 1 until Dec. 31, 2016.
* A resolution approving the mayor's appointment of Rachel Maiberger for an unexpired term on the Thomas Connor Memorial Commission, from the passage of the resolution until Dec. 31, 2017.
* An ordinance authorizing the mayor to enter into a revolving loan fund administration agreement, and declaring an emergency.
* An ordinance authorizing the city administrator to prepare plans and specifications, ask for and receive bids, and recommend and execute the contracts for the purchase of breathing apparatus for the Fire/Rescue Division, and declaring an emergency.
* An ordinance authorizing the city administrator to prepare plans and specifications, advertise for and receive bids, and recommend and execute a contract for the construction of the completion of phase III of the long-range plan for combined sewer separation, and declaring an emergency.
The council also heard the first of three readings of:
* A resolution of support approving and authorizing the city of Tiffin and its Police Department to participate in an application for safe routes to school project through the state of Ohio for a school travel plan, and declaring an emergency.
