Seneca County Commissioner Fred Zoeller suggested that the county investigate creating a transportation improvement district at the commissioner's meeting Tuesday.
The county could get funds for road improvements from the state through the TID, as explained at the Transportation Coalition of North Central Ohio update last Friday.
He said commissioners would have to investigate whether it would be more beneficial to join an existing TID or apply to create a new one.
Zoeller said his main concern with a joint TID would be the possibility of other counties placing levies on Seneca County.
"That's a deal breaker," he said.
Commissioner Holly Stacy said that if a joint TID with Sandusky County was possible, it would require changes in the board of the existing TID.
Board President Jeff Wagner said he had mixed feelings about the process.
"On the plus side, I think it could allow us to attach some more funds from various places. ... I think it's a good tool," he said. "It makes me nervous because the TID then would have bonding authority and they don't have direct taxing authority, but they can do tolls and they can do special assessments."
He said the Ohio Revised Code is very specific that TIDs do not need approval from city councils or commissioners to create bonds, tolls or special assessments.
Zoeller said following input from Ohio Department of Transportation, commissioners would direct Seneca County Regional Planning Commission to investigate the process and details of creating a TID.
In other business, Zoeller said he inspected the roof of the County Services Building last week, and reported it was in "respectable shape."
Minor repairs were made to the roof last year, he said.
Earl Reid of Palmer Energy suggested getting core samples of the side of the building and obtaining a full evaluation. Cost for the evaluation would be $1,000 to $1,500.
Zoeller said he did not want to fix the wall if there were leaks in the roof and would like to wait to make a decision until Reid reports.
"The bottom line here is that I don't think we're creating a hazard for anyone," Zoeller said.
Reid is to provide a report about the County Services Building at the next meeting.
Commissioner Holly Stacy gave an update on the Board of Elections building. She is to meet with the board to discuss available floor plans.
Commissioners are to meet at 10 a.m. Monday due to a scheduling conflict.
In other business, the board approved:
A supplemental appropriation of $21,243 for the Housing Revolving Loan Fund.
A supplemental appropriation of $13,320 for the Ambulance Service Fund for 2013.
An appropriation adjustment of $50.42 within the FY13 Community Corrections Fund for 2013.
A supplemental appropriation of $40,000 for General Fund for 2013.
An appropriation adjustment of $4,960 for the County Capital Projects Fund for 2013.
A fund transfer of $16,452.86 to be made to the Sewer Construction Fund.
A resolution authorizing an amendment for the IV-D Services Contract between the Seneca County Common Pleas Court and Clerk of Courts on behalf of the Seneca County Department of Job and Family Services.
A resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.
Setting 10:30 a.m. Oct. 8 as the time and date to receive sealed bids for the CSB Parking Lots Asphalt Project located at 71 S. Washington St.
