Man accused of threats against TU found incompetent to stand trial

A Michigan man accused of making threats against Tiffin University was found incompetent to stand trial Tuesday. Reginald A. Morrissette Jr., 27, of Detroit, was charged with inducing panic, a second-degree felony; making terroristic threats, a third-degree felony; and three counts of aggravated menacing, all first-degree misdemeanors. Morrissette had pleaded not guilty to all of the counts during a hearing before Magistrate Damon Alt on Oct. 18. Robert Miller, his attorney, had filed a motion for a plea of not guilty by reason of insanity, and Morrissette was referred for an evaluation. Seneca County Common Pleas Court Judge Michael Kelbley found Morrissette is not capable of understanding the nature and objective of the proceedings against him and is not capable of assisting in his own defense. Kelbley is ordering Morrissette to undergo treatment at Northwest Ohio Psychiatric Hospital in Toledo and is authorizing involuntary administration of medication, court records state. Morrissette had been prohibited from having any contact with TU and the three alleged victims, and a civil protection order had been issued for one of the alleged victims through Seneca County Common Pleas Court. The alleged victim who had been granted the CPO received a phone call from Morrissette, according to Tiffin Police Department. Morrissette was charged with a protection order violation, a first-degree misdemeanor, according to the police department. TU staff had reported receiving a phone call at Friedley Hall, 18 S. Sandusky St., with the caller threatening to blow up the performing arts building and to set the building on fire and that he had a silenced gun he intended to use to shoot people, court records state.
