American Legion member describes memorial design

ATTICA — Attica Village Council members were joined by American Legion Victory Post 260 members to sign an agreement for return of property to the village should the group ever disband. The property deeded to the organization is to be the site of the Attica Area Veterans Memorial. Legion Auxiliary member Laurie Risner explained how the memorial will feature a gazebo, picnic area and benches plus eight flags on display. The U.S. flag, the state of Ohio flag, an MIA/POW flag and flags representing the Army, Navy, Marines, Air Force and Coast Guard are to circle the center of the area. The project is expected to be done in two or three phases, depending on donations. The area is to be handicapped accessible and members want the community to participate in its creation. A mural is to be applied to the adjacent building along with a wall of honor recognizing the fallen veterans from the community. Four veterans died during World War I, 15 served in World War II, another during the Vietnam War and one while on a training exercise. In other matters, Pool Manager Glea Herr reported that five lifeguards are returning this summer and another two are interested. Because Friday night swims were successful last summer, she plans to continue them this year. Several fundraisers for pool activities are being planned and donations are always accepted. Resident Glenn Brooks approached council about having a frozen water line and a submersible pump not working at the same time, resulting in a foot of water in his basement. The water was pumped onto the lawn and into the street and he was requesting council to credit his sewer bill with $150 because the water did not enter the sewage system. Members moved to credit his account with the $150. As zoning commissioner, Village Administrator Greg Martin stated he had granted permission to a resident to install 14 solar panels in his backyard. Martin also replaced a fire hydrant recently and said cold patching potholes will continue. In other matters, the council: Heard that all funds contain $1,024,441.44. Approved sharing the cost of cutting down a tree with a resident after finding the tree was partly on village property. Adopted the ordinance accepting the 2019 Ohio Basic Code by a 5-1 vote, with Councilman Kirk Stanfield opposed. Learned the village audit is to start March 25. The council is to meet next at 7:30 p.m. March 28.
