Kiser, 39, of Tiffin, was charged with dog at-large Sunday afternoon. * A 400-block South Sandusky Street resident reported Sunday night a youth was being harassed over the internet, and a person was asking her for sexually explicit photographs. An Instagram account was hacked, a report states. * A person reported early Monday morning a 200-block Hall Street house was entered. A detective was responding, and it was under investigation, a report states. * A 200-block Grand Avenue resident reported early Monday morning a man was going through a car. * A person reported Monday afternoon a basement apartment door in the 100 block of Minerva Street was kicked in. Fostoria reports * A 100-block Rock Street man reported Sunday afternoon someone had been letting his dog off his porch. * A 1000-block Beier Drive man reported Sunday evening his girlfriend's mother smacked his phone out of his hand several times. * A 1000-block East High Street man reported Sunday night a woman barged into his home looking for her boyfriend. * A 1000-block North Countyline Street woman reported Monday morning her debit card was stolen. Tiffin accidents * A citation was issued after a two-vehicle, non-injury accident on East Perry Street Sunday evening. * A stop sign citation was issued after a non-injury accident at Circular and South Washington streets early Monday morning. Fostoria accidents * Jeffrey P. Vogel, 44, of Fostoria, was cited with failure to yield after an accident at Findlay Street and Independence Avenue Oct. 10. The other driver, David L. Russell, 33, of Fremont, was taken by Fostoria Fire Division to ProMedica Fostoria Community Hospital. * Wayne T. Kaufmann, 67, of Fostoria, was cited with failure to yield-left turn after an accident at North Countyline and West Culbertson streets Thursday afternoon. * Randall J. Riebesehl, 33, of Fostoria, was cited with assured clear distance ahead after an accident at West Lytle and South Countyline streets Saturday morning. * Ellen K. Water St., No. 115, for a cooking fire that was confined to a container Monday morning. * Bascom fire and EMS responded to a semi fire at US 23 and US 224 Monday morning. * McCutchenville fire and NBS EMS responded to a training burn house that rekindled on SR 53 Monday morning. EMS * Tiffin Fire Rescue Division had one squad run Sunday evening, one squad run early Monday morning and seven squad runs Monday morning. Clinton fire assisted Monday. * Bascom EMS was requested to cover calls in Fostoria Sunday afternoon. * Bloomville EMS and fire had a squad run early Sunday morning.
