Tiffin reports Shelly J. Umbaugh, 34, of Tiffin, was charged with dog at-large Tuesday evening. A person at Croghan Colonial Bank, 796 W. Market St., reported Tuesday evening two forged checks. It was under investigation. A person in the first block of Coe Street reported Wednesday afternoon a person crawled into a first-floor window of a house, and a screen was cut out. Officers did not find anything out of place or any signs of forced entry. Caleb M. Latham, 21, of Tiffin, was charged with assault and criminal damaging early Thursday morning. A 200-block Melmore Street woman reported early Thursday morning she was assaulted by her friend. Nicholas R. Goins, 19, of Fostoria, was charged with underage possession/consumption early Thursday morning. Spencer Bonner, 51, of Lyndhurst Mayfield, was charged with driving under suspension early Thursday morning. Brandi R.
