New Riegel board approves sub. resolution

NEW RIEGEL --- The New Riegel Board of Education met on Sept. 12, reporting it has received the second half of the real estate tax settlement and approved a resolution to help with hiring substitute teachers. Meeting was called to order by President Beth Kummerer. The following members were present: Rodney Biggert, Angel Bodart, Jeff Hohman and Beth Kummerer. Jaclyn Schalk was absent. Treasurer Jane Schalk reported that the district has received our 2022 – second half real estate tax settlement. The second half gross general fund collections were $452,277. Schalk also reported that the district received the first of two semi-annual fiscal year casino tax payments in the amount of $12,052. We were also informed that the state auditors will be starting their bi-annual audit (FY21 and FY22) within one to two weeks. Middle and High School Principal Justin Johnson noted the book study focus for this year for the 6-12 staff will be focusing on strategies for motivating disengaged students. Johnson also reported on the middle school teachers introducing the SEAL program. In addition, discussions have begun around the development of the high school PBIS program. Superintendent David Rombach reported on a safety grant procurement process. Quotes for all projects are almost complete and the grant application is due by Oct. 3. The safety glass is being installed this week to all of the exterior doors. Rombach also updated the board about the long jump pit being updated and that we are still waiting on the track building design and quote. During the meeting the board approved the transfer of $12,051.95 from the General Fund to the Permanent Improvement Fund. This represents the amount of casino tax received in August 2022. The board also approved a contract with EPC/MEC for the assignment of USDA donated foods for the 2023-24 school year. A contract with the Seneca County School of Opportunity to serve district residents with disabilities for the 2022-23 school year, was also approved. In addition to a contract with Wyandot Memorial Hospital for the services of an athletic trainer for the 2022-23 school year at a cost of $750.00. The board approved a resolution regarding employment of substitute teachers. According to the resolution, and by the authority granted through Section 4 of Senate Bill 1, the board is to establish its own education requirements for individuals to serve as substitute teachers in the district during the 2021-2022 school year. The authorization has also been extended through the 2022-2023 and 2023-2024 school years by the General Assembly through House Bill 583. This was done to ensure availability of a sufficient number of substitute teachers, according to the resolution. The board is to use this authority to temporarily adopt modified education requirements for substitute teachers. According to the resolution, the board is to authorize the employment of substitute teachers who do not have post-secondary degrees as otherwise required by Ohio law. "In addition to fulfilling the educational requirements adopted by the Board of Education, an individual must be of good moral character and must have completed all required criminal background checks, as well as obtained a valid non-renewable temporary substitute teaching license issued by the Ohio Department of Education to serve as a substitute teacher in the District," as stated in the resolution. The board also approved the following agenda items: * Approved a one-year, non-certified contract as teacher aide to Antoinette Clouse for the 2022-23 school year pending completion of all employment requirements. * Approved the following non-certified substitutes for the 2022-23 school year: Antoinette Clouse, Kailee Scherger, Monica Westenbarger, Dana Mathias, Candace Sallee, Stacy Miller-Ward. * Approved the following supplemental contracts for the 2022-23 school year: Derek Sallee, assistant Boys Basketball coach; Justin Johnson, Gigh School Student Council advisor The board also adjourned into executive session for the purpose of the appointment of a public employee. No action was taken.
