Council approves 2025 budget

TIFFIN — At the Tiffin city council meeting Monday evening, council approved the 2025 budget. The general fund budget came out to $17.9 million, a $1.7 million increase from last year's budget. The revised 2024 expense budget came out to $17.3 million. The following are the highlights of the city's 2025 general fund budget. City council The total budget for city council in 2025 is $65,403, an $887 increase from last year. Full-time wages come out to $51,680, a $1,180 increase from 2024. Council clerk The budget for 2025 has been appropriated to $44,756, a $7,275 increase from the 2024 proposed budget. Full-time wages are $12,840.09, a $616.09 increase. Municipal court The municipal court's total budget is $942,317.56, an increase of $8,282.29. Full-time wages are $480,861, a decrease of $2,911. Assistant law director/prosecutor The total budget is $150,280 for 2025 with $95,338 of that total being full-time wages. Director of law The total budget for 2025 is $116,634, a $20,003 increase from 2024. Full-time wages came to $46,669, a $2 increase from last year. Director of human resources The total budget for 2025 is $116,884, a $4,364 increase from 2024. The full-time wages line came out to $70,830, a $3,399 increase from last year. Mayor The budget for 2025 is $174,535, a $40,769 increase from 2024. Full-time wages came out to $102,359, a $43,692 increase from last year. Police department The department's total budget is $4 million, a $.4 million decrease from the 2024. Full-time wages account for most of the budget at $2.6 million, a $.4 million increase from 2024. Police clerks The total budget is $156,047, a $7,926 increase from 2024. Wages reached $126,142, a $6,717 increase from the 2024 budget. Dispatchers The total budget is $578,789, a $33,346 increase from the 2024 budget. Wages came to $385,585, a $50,083 increase from last year. Fire/rescue The total budget is $5.4 million, a $.4 million increase from the 2024 budget. Wages are $3.4 million, a $.9 million increase from 2024. In other news, council then passed the following resolution and ordinances. Resolution 24-43: adopting the federally approved Seneca County All-Hazard Mitigation Plan of 2025 and declaring an emergency. Ordinances 24-94: to budget and make appropriations for the current expenses and other expenditures of the City of Tiffin for the fiscal year beginning January 1, 2025, and ending December 31, 2025. 24-95: amending and restating Ordinance No. 23-95, the City pay ordinance to establish appropriate rates of compensation for certain city employees, to comply with the State of Ohio Minimum Wage Law and declaring an emergency. 24-96: amending the 2025 Budget Ordinance No. 2024-94 to authorize the transfer of funds, the payment of bond and loan principal and interest, and declaring an emergency. 24-97: amending the 2025 Budget Ordinance No. 2024-94 to authorize the transfer of funds from the 101 General Fund to the 242 Park and Recreation Fund and declaring an emergency. 24-98: amending the 2025 Budget Ordinance No. 2024-94 to authorize the transfer of funds from the 552 Sewer Revenue Fund to the 557 Combined Sewer Separation Fund and declaring an emergency. 24-99: amending the 2025 Budget Ordinance No. 2024-94 to authorize the transfer of funds from the 101 General Fund to the 331 Capital Improvements Fund and declaring an emergency. 24-100: conforming the boundaries of the City of Tiffin and Clinton and Hopewell Townships. 24-104: to amend Section 135.14(i) of the Codified Ordinances and declaring an emergency. 24-106: amending the 2024 Budget Ordinance 23-94 to appropriate funds into the WPCC Budget. 24-107: amending the 2024 Budget Ordinance 23-94 to make year-end budget adjustments, approve necessary transfers, and declare an emergency.
