Fostoria requiring those on 'micromobility devices' to wear helmets

FOSTORIA — It's time for Fostoria's scooter riders and some others to strap on their hardhats.City council on Tuesday night approved an amendment to the ordinance regarding the use of "low-speed micromobility devices," requiring their operators and passengers to wear a "protective helmet that meets the standards established by the Consumer Product Safety Commission or the American Society for Testing and Materials." The requirement mainly involves those who ride vehicles such as electric bicycles and scooters, Mayor Don Mennel said."What prompted the helmet requirement was a couple of accidents back in September, along with observations and complaints," Mennel said. Violators of the requirement may be cited with a minor misdemeanor, which may result in a fine of up to $150."We do not anticipate getting much backlash from the change, as most people recognize the safety aspect of helmets," Mennel said.Council also accepted the recommendations of the Tax Incentive Review Council to continue with FleetOhio Industrial, Good Shepherd Home and Motte & Bailey Assets as community reinvestments areas, with which tax agreements may be executed.Council approved an ordinance allowing for the creation of the full-time position titled "assistant safety service director," which pays between $28 and $35 per hour with benefits. Mayor Don Mennel acknowledged that it essentially renames the position now held by Maddie Stearns, which was formerly administrative assistant. It is an "administrative support" position that includes "clerical, administrative or executive support functions," according to the ordinance.Also passed was an ordinance requiring a permit from the zoning office to have a "portable storage container," such as one used in for changing residences, placed on residential property. The container may not be more than 20 feet in length, 10 feet in width and 10 feet in height and may not remain in place for more than 30 days.Council authorized the city to participate in class-action settlements involving BFI Waste Services and Oil Price Information Service.BFI Waste Services agreed to pay $40 million after claims were filed alleging excessive fee hikes. The suit against Oil Price Information Service claimed that multiple PVC pipe manufacturers conspired with OPIS to fix prices between 2021 and 2025.Brenna Reynolds and Mark Wongrowski introduced themselves before council as candidates for the Wood County Board of Commissioners and Wood County auditor, respectively.
